The Institute for Sustainable Development (ISD) is a forward-looking organization dedicated to promoting inclusive, resilient, and sustainable development at local and national levels. Through research, capacity-building, and expert-led training, ISD helps institutions strengthen governance and enhance municipal capacities. It also supports improving project implementation and aligning development practices with international standards and frameworks. By integrating principles such as gender equality, environmental sustainability, and evidence-based decision-making, ISD contributes to stronger communities and fosters long-term, positive impact for all citizens.
We are pleased to announce that in March 2026, ISD external expert PhD. Memet Memeti, held a specialized training aimed at strengthening municipal capacities for infrastructure development and effective project implementation, within the project “Building municipal capacities for project implementation”. The training also focuses on strengthening municipal capacities for more efficient use of available financial resources for infrastructure projects, as well as introducing modern approaches to project implementation.
Participants gained practical knowledge on identifying, selecting, and preparing complex development projects, as well as on applying inclusive and gender-responsive planning approaches.
Infrastructure projects that follow modern standards and integrate a gender perspective contribute to a real improvement in the quality of life for all members of the community.
The project “Building Municipal Capacities for Project Implementation”, funded by the Government of Sweden and the Bureau for Regional Development, aims to deliver transformative and sustainable impact at the local level. It focuses on strengthening national and local institutional capacities, including the use of tools such as the Municipal Development Index (MDI), supporting project preparation through the Technical Documentation Fund (TDF) and improving inclusive local development planning in line with the European Green Deal and global environmental priorities.


Implemented by UNDP in partnership with the Ministry of Local Self-Government and ZELS, the project promotes good governance, environmental sustainability, and gender-responsive decision-making, contributing to more inclusive, balanced, and resilient local development. It is part of the broader UNDP Framework Programme funded by Sweden, which also includes the project “Tackling Air Pollution”.
