The Institute for Social Development (ISD) proudly contributed as an external expert in the development of the Integrated Action Plan (IAP) for Youth of the Municipality of Tetovo 2026–2030, supporting the drafting process and providing strategic guidance throughout its formulation.

The Integrated Action Plan was developed within the framework of the URBACT “NextGen YouthWork” network, an initiative aimed at strengthening the connection between young people, institutions and the wider community in the digital era. The plan sets a forward-looking vision for Tetovo to evolve into a more inclusive and innovative “Digital Youth City.”

Drawing on its expertise in youth policy and participatory governance, ISD supported the Municipality of Tetovo in ensuring that the plan is grounded in evidence. It is aligned with European best practices and responsive to the real needs of young people. The process was based on a comprehensive local assessment. It was enriched through international knowledge exchange within the URBACT network.

A key strength of the IAP lies in its co-creation approach. The URBACT Local Group (ULG) played a central role, bringing together young people, the Local Youth Council, municipal representatives, secondary schools and civil society organizations. This collaborative effort enabled the identification of key challenges facing youth in Tetovo, particularly in the areas of digital literacy, employability and civic engagement.

The IAP outlines a medium-term strategic framework structured around three core priorities:

  • Enhancing communication and participation of youth in local decision-making
  • Strengthening digital and entrepreneurial skills among young people and youth workers
  • Establishing monitoring and evaluation mechanisms based on data and participatory approaches

The document clearly defines objectives, indicators and review mechanisms, ensuring that implementation remains transparent, accountable and adaptable over time. Furthermore, the plan aligns with national and local youth policies, builds on existing initiatives led by the Local Youth Council and promotes equal opportunities, digital inclusion and cross-sectoral collaboration.

Through its contribution, ISD reaffirms its commitment to supporting municipalities in developing inclusive, evidence-based youth policies that place young people at the center of public decision-making and innovation.
